Generate electronic config files without GTS

Description
When building electronic configuration files (trough TM interface) without GTS
it doesn't empty the files gts_in_gts_tree.conf and architecture.cfg --so if you
do it after having done a previuos setup using the option "with gts",
when you do pingcards or the setup it still searches for the GTS...
