Attach alarm to a notepad / notepad->GGUS ticket converison

We add the possibility to assign one or several alarms to a Notepad during creation process or after.
Exactly like ticket behavior, operator could remove or add alarms.
This alarm could have a dedicated status like "assigned" but could stay in the operator view (this not the case for alarms attached to a ticket).
Then Notepad could be transformed your Notepad in a ticket with a dedicated action.
