I am afraid I do not understand the question. Maybe Jean-René does.
But probably it would be answered quicker, if you could develop a little bit the issue. 
Say on a certain project only 15 people are working on. How can I make sure that these 15 people get notifications? I can select them from the long list of all CTA members, but ticking 15 boxes for each issue is a bit cumbersome.

Sorry, I was a bit quick on that: You cannot do everything with groups. And after some thought, 15 people is a lot for ticket notification "by push". General policy is rather "opt-in", which is possible for 15 people and more.
Anyway, I do not even know, if that was your question.
Yes, I was asking for groups and this sounds like what I wanted.

As mentioned in #4803, CTA groups (cf. full list) are now available in redmine. I suggest to close this ticket. Please submit a new one (@Gernot), if problems are detected elsewhere.
