My point is that I think it is better that the default values are void for the following fields: Site, NGI/ROC or ROD; i.e. DO NOT check the mail targets initially.
This input has to be checked against the COD team namely; it makes sense to me at least, as the workflows impacting these people are different - the teams themselves are/could be most of the time different.
