To many emails sent while updating a VO ID Card

Detailed description:
Hi All...

Today I've updated several blocks of 10 VOs in the VO ID Card. Some of this blocks had to be validated by EGI.eu staff.

This action resulted in several emails (more than 80) sent to sites. This is a huge SPAM. Emails should be sent only once the VO ID Card is final and not at each iteration (block changes, block validations, etc...)

Hi Cyril,

in UCST we decided that we get too much of emails :)

would be possible to get notifications only then a new VO registration is finished - status changed to Production.

at the moment we get lots of reject/accept changes, modifications :)
