Broadcast sent to closed PPS site

Detailed description:
Hi All

We had a complain in our region about a broadcast (in appendix) which was sent to a an EGEE PPS site, closed since long in GOCDB. I guess that this brodcast was triggered by the "Subscribe to Downtime Notification" functionality of the old CIC portal.

In order to avoid similar situations in the future for this site, I've deleted all its rules. Check:

I wonder if this functionality is still supposed to be active, and if yes, it shouldn't send emails to CLOSED sites.
