Currently the VO management module of the Ops Portal presumes that a VOMS exist
behind its virtual organisation. This assumption will not be valid anymore in a
near future where the VOs could be managed through other tools.

At the moment, PERUN is the only alternative to VOMS. So, the Ops Portal
registration form should be updated to allow the registration of VOs that uses
PERUN as user group management system. PERUN can use as backend different
system like LDAP, DB, VOMS, etc.. It means that a user in the VO could be
identified by a unique identifier different from a certificate DN.

Then, the Ops Portal should be updated to supported both PERUN and VOMS at this
stage and to be ready to easily support new system in the medium long term.

A complete analysis is needed to understand the impacts of this update on the
all ops portal modules and on the tools depending from the portal
