Fixing the avaibility to create "static" driver form command line. Now it's not possible.
Adding argument to driver_add function to be able to create static driver hard coded.
Fixing the possibility to remove static driver. Now it's impossible.

Now it's possible to create static device in easiest way.
Still have a problem when removing an instance of the debug driver, but seems to be linked with this driver.
