Caches preprocessed configuration (detect changes with MD5).

NOT IN ENGINE, DO THIS ONLY FOR COMMAND lavoisier-standalone-execute.

Option --config=lavoisier-effective-config.xml:
  • if file exist and up-to-date, disable preprocessing
  • else, create this file (and MD5 file).
