Implémenter un état drainé pour TReqS.

Cela pourrait se faire en mettant un paramètre "global_share" dans la base de configuration.
Alors, le client peut se rendre compte que TReqS est drainé (via une procédure stockée dans MySQL ?) et les nouvelles requêtes sont interdites.
