I find a bit strange (but not flawed in any sense) that one enters the
ROD Dashboard with Sites tab chosen, and not Overview. Nothing wrong,
just a tiny fractional bit odd.

Hi,

In fact the ROD dashboard is site oriented, I mean operations are attached to this entity type (the site).
So NGI_* overview in ROD dashboard is just way to have a aggregated view but can't be something central.
Imagine you need to perform action on a site, if you are pointed first at "overview" you must go back to a site oriented view before.

Entering to site list first you have a kind of overview which is similar to "old" dashboard and you just have to click on a site to do actions on it.

This is a choice, of course we can easily change this behaviour, it's depending of the ROD community.
This is the reason why this feature is suspending, we think this is best choice but of course we are fully
opened for any change. This is the ROD community tool.
